Check the online draw for order of contestants. Friday night the top 8 in the standings will be competing in the performance. On Saturday the top 4 contestants in the standings and the top 4 contestants in the average will be competing in the standings. Saturday’s daysheets will be posted on Friday night as soon as the points are official.
All contestants must check in at Noon to receive jacket and pay any outstanding entry fee balances. Contestants will be required to pay $6 per stall for shavings. Extra shavings maybe purchased at this time. There is a meeting to follow check in for all competing contestants. Contestants in the performance will be helping run the slack. Contestants in the slack will be helping during the performance. We need everyone to find a job to do and help out.
Contestants bring your jackets to the General Membership meeting on Saturday morning. Pictures will be taken by event with jackets for our sponsors. Wear western attire. Attendance is required.

The MRA Board of Directors voted on all nominees at the July board meeting and decided that 5 members will be inducted into the hall of fame this first year. We would like to recognize Ryan Melby, Sam Scott, Tim Tierney, Triple B Rodeo Company, and Buffington Rodeo Company for their dedication to the sport of rodeo. They will be inducted into the hall of fame at our 2008 finals at the Red Horse Ranch.
Rule Change Proposals for 2009:
These rules will be discussed and voted on at the general membership meeting at the finals:
Stock Contractors:
Proposed Rules:
1. A new rodeo stock contractor making application for approval by the MRA must pay annual dues of $35.00.
A. Submit a detailed resume giving company's complete rodeo history, production experience, number of stock owned, rodeos under contract and possible new MRA rodeos.
B. Submit a list of all his rodeos held the previous year.
2. All new stock contractors will be permit stock contractors and will not be allowed to bid MRA rodeos until f full approval is granted. Final approval of all new stock contractor will be made during the annual meeting by a majority vote of the existing stock contractors and MRA board.
3. The MRA Board will review each approved stock contractor annually to see that their stock and production meets professional standards and make recommendations to the Board of Governors in regard to stock contractor/producer approval status. All new stock contractors must sanction a minimum of 4 rodeos 1 being MRA first sanctioned and must maintain this number to continue approval status.
4. The stock contractor will be certain that all contract personnel (Judges, secretary, timers, pickupmen, etc) working their rodeos are members in good standing, have met all necessary approval standards and is a current member of the MRA.
5. All MRA stock contractors must have at least 4 approved MRA sanctioned rodeos at least 1 MRA first approved with all sanction fees paid up to date, for their stock to be eligible for the MRA finals.
(Rule Page 14 3A reads: All stock contractors and rodeo committees will receive an associate membership free upon approval of the rodeo. (We would omit “stock contactors” from the wording of this rule)
Point system: Page 10
Existing Rule:The accumulative points system is to be the standard and only points system regarded by the Association for qualification. Contestants earn 10 points for 1st place, 9 points for 2nd place and so fourth to 1 point for tenth place.
Proposed Rule: Contestants will earn points only in the top 10 placings as placed in that rodeo. If a non-MRA card holder places in any of these 10 placings then those points will not be awarded for that rodeo. (Example: 1st place is a non-MRA card holder then no-one would get 10 points for that rodeo)
Breakaway Roping #54, page 54:
Existing Rule: Boys 14 years old and under can compete in the breakaway calf roping event but that any points they may earn will not be counted towards the all around points. Boys must be 14 years of age or under on January 1st of the season for which they compete.
Proposed to ADD: At rodeos where boys 14 years of age or under are unable to compete the Breakaway Calf roping points will not count for that rodeo.
Articles of Incorporation:
Existing Rule: All Board of Directors will receive a free MRA membership card, including the Secretary, Point Standings Secretary and Treasurer. Director complimentary memerbships would be on a contingency basis. A $10 fee will accrue for each meeting director is not in attendance. Fees will be placed on the suspension list to be enforced in the following year’s membership dues. This action will be handled like a fine and said director will be placed on the suspension list until action is paid in full.
Proposed Rule: All Board of Directors will receive a free MRA membership card, including the secretary, point standings secretary, and Treasurer. Director complimentary memberships would be on a contingency basis. A Director will pay for their membership, as normal, in advance. Then, they earn back their membership by attending meetings at $10 credit per meeting and/or securing $1000 in sponsorships. At which time they will be issued a check for their membership amount.
Barrel Racing #14 page 50:
Existing Rule:
The automatic timer must be backed up with a flag and two timers. The manual times must be recorded in hundredths. Manual times will be used to pay off only when the automatic timer did not work properly or was not serviceable. Judge must make at least three attempts to adjust timer before declaring flag and watch timers will be used. Entire rodeo must be paid using electric times or watch times.
Propose to ADD: All digits beyond hundredths will be ignored.
In the event the electric eye fails to operate; time from each of the two stopwatches shall be averaged, and a zero will be added to the tenth. (15.1 becomes 15.10)
Day Money page 30:
Existing Rule: Day money will be available at each MRA Rodeo at a fee of $5 per event entered.
Proposed Rule:Day money will be available to each MRA rodeo that has 2 or more performances at a fee of $5 per event entered.
Rodeo Entry #9 page 24:
Existing Rule: MRA Membership will have priority over permit holders and non-members.
Propose to ADD: MRA members will be drawn for positions before permit holders and non-members.
The below rules can only be discussed at the general membership meeting and cannot be voted on until the November meeting as the rulebook states they must be published for 30 days prior to a vote.
Under the Membership Requirements:
Proposed to ADD:If a contestant pays his/her membership at a rodeo he/she will be considered a “Paid Member”. The permit fee at this rodeo will be then waived. Once the paper work is received in the MRA office and has been processed, he/she will now be considered an “Active Member”, as long as he/she is in good standings with the MRA. Once an Active Member, “His/her points will then be counted along with the MRA first approved rodeos.
Point System & Finals Qualification #8:
Existing Rule: To compete at Finals contestant must enter and compete at a minimum of 3 first sanctioned rodeos.
Proposed Rule:To compete at the MRA Finals a contestant must enter and compete in their said event at a minimum of 3 first sanctioned MRA rodeos. Team Roping Heading and Heeling will be considered separate events.
Calf Roping #4:
Existing Rule:A stopwatch will be used by the field judge. The time starts after the roper has remounted the horse and given calf complete slack. (Rope must lay on the ground not just touch it.) if the roper or horse takes the slack out of the rope during the 6 second time period the roper will be disqualified.

Point System and Finals Qualification #6:
Existing Rule:Board of directors must review and vote on each year’s point standings. The top 15 point holding members in each event is acceptable to use for entries at that years Finals Rodeo. Proposed Rule: Board of directors must review and vote on each year’s point standings. The top 10 point holding members in each event is acceptable to use for entries at that years Finals Rodeo if membership is below 300 members. ( in this case payout be changed to 3 holes all events)
OR ADD: The top 10 point holding members will be accepted if an event has less than 30 point holding members.
Rule Changes and Additions for 2008
These rules are already voted on and should be added to your rulebook.
TEAM ROPING:
(PG.59 #31) Add:
If one partner in the team roping does not show, contestant can choose a partner from a team that is only entered once or any contestant that is already entered in another event in that rodeo. No contestant may go more times then allowed to make up the team. The rodeo secretary must be notified before the performance begins. After one man is declared not there and another partner is substituted, you cannot change back to the original partner. The partner that does not show will be fined equal to the amount of the entry fee plus $25 (as stated by the MRA TO rule). The team will draw stock in the original position.
RODEO ENTRY:

Maximum of a $8 stock charge and $2 per contestant per event Finals charge will be added to all members competing at MRA sanctioned rodeos. The $2 Finals charge will go towards the MRA Finals Rodeo.

BULL RIDING:

If a qualified ride is made by a contestant and the animal is scored by both judges at 16 or under, falls on side, belly, rearend drops to the ground or stops, then the contestant will have the option of a reride. Judge will notify the announcer if a re-ride is to be given.
BULL RIDING:

Bull must be ridden 8 seconds. Time starts when any part of the bull breaks the plane of the gate.
MEMBERSHIP REQUIREMENTS:

A current member in good standing of the MN High School Rodeo Association and Little Britches Association will receive full member status for a fee of $10 upon receipt of a stamped notortized MRA release of liability and copy of membership status to the MNHSRA or Little Britches Association.
Reminder to contestants it is a common curtsey to have entries paid well in advance of the rodeo starting. As stated in rulebook contestant will be disqualified if fees are not paid before competing.

HEADS UP! The MRA Fine List goes to the website. MRA Fine list is public. The Board has cracked down on those competing even though being on the fine list. Contestants on the suspension list will not receive points at rodeos competed in while on the fine list if fine is not paid within 14 days notice. A certified letter of suspension will be sent to all active/competing members on the fine list to confirm the removal of points. If fine is not paid within 14 days of acceptance of said letter all points during the 2008 season will be forfeited. The rulebook is to be enforced as written. Turnouts are the primary reason contestants are listed, be sure to follow up with your secretaries when you miss a rodeo and keep your name off the list. One way to keep your name off the list is paying entries in advance of a turn out. Send money with a friend, send the entries to the MRA office before or directly after the rodeo is the best way to stay off the list. All fines must be cleared before entry to your next rodeo.
Listed below are all the fines that are owed to the MRA office. You may owe another association and must still pay those fines before you may be able to compete and receive points at MRA rodeos.
